There was a resolution on the war on terror shortly after 2001, no one has declared that the war is over. The resolution on the war in Iraq came a year later, despite the banner hung on the carrier Bush spoke from, no one has declared victory in that war either. Because of the nature of the insurgency, ie, terrorist tactics, both resolutions apply.
