Intel has been really weak lately. Surprised to see it at at 23.

The expectations have come down a lot. That would make it easier to buy going into earnings. No blowouts or great guidance expectations.

Could it just be selling by mutual funds to offset the gains realized in energy stocks? At 26 it was demand or competitive pressures.
However, at 23, funds dumping laggards makes more sense.

The move to 25 should be pretty quick if I am right.
