Unless Chindia's consumption increases to suck up all the conserved stocks, which I'm betting it will. They're hundreds of millions of potential new drivers there..

Yes, we were. A comprehensive conservation policy would drive down the price of energy immediately, because it would reduce the commodity risk factor.
