At the same time institute a "smart car" credit for more efficient passenger vehicles with a max of $5K. Revenue neutral, technology agnostic, doesn't raise the cost of gas which impacts those who can afford it least. Far better than a straight gas tax. We should NOT try to encourage people to drive less. When they drive less, they shop less, spend less, and as all of the "capitalism-or-bust" advocates here would point out to you, that's a bad thing. -Z
