A cartel is a monopoly. Meaning no competition. They control the entire supply and agree on how the game is played and what the rules are. No referees but themselves. Prices set according to how they're feeling that day.

Between the Texas Bushies and Saudis/Kuwaitis who dominate OPEC, the Bush gang can and does control the world's oil price and supply, at least to a great degree. Remember, they are also in with the Russians and Libyans and control the Iraqi fields. The only rebels are the Iranians and the Venezuelans who have no problem with the gouging.
