Victims, absolutely. Quit attacking the victims. Those leaders and their people were literally underwater. If you are concerned with incompetence and corruption, those people are not the guilty ones. Look at what Bush has already admitted was a huge failure, FEMA. In fact FEMA is still screwing up. They are so badly run that now they're just paralyzed. A storm that huge is FEMA's responsibility, not the local victims.
