"I don’t think the 18th amendment was necessary to outlaw alcohol...." But the Supreme Court at that time disagreed with you.... Also, nearly the entire political establishment, from the President on down through Congress also was sure that an amendment to the Constitution was required. Only in our 'modern years' have we somehow decided that Congress has the legal ability to ban any thing it wants to.
