There were standardized tests when I was in school (50 years ago). They were called CAT - California Achievement Test. The difference is that the school used the tests to make their own improvements and were not threatened by the results.

Most of the schools that perform poorly have great needs and little revenue. The penalty for doing poorly is to have the revenue cut further and additional reporting burdons placed on all the teachers.

I'm convinced the real reason for these tests is to drive students into paying for private schools.
