It's not the only thing, but it is a major factor.
Besides pay, there is also resources to help the teacher. For example if each student has a book and there is another book for each desk, then the students don't have to shlep the books back and forth and nobody leaves their book in the wrong location. Teacher's aides are also a great resource, often used to coach and tutor the bewildered kids (quietly in the corner) so they don't disrupt the whole class and made it function at the worst kid's pace.
