<converting tar sands into low quality oil.>

I am assuming they mean heavy, sour oil by 'low quality'

This is a common misconception. A large quantity of the oil produced by the oil sands and exported tot he US is SSB, Syncrude Sweet Blend, which has less impurities and a higher API than WTI Crude and therefore commonly fetches over $1 above WTI Crude.

After Syncrude, the largest oil sands company, finishes its upgrade, they will produce SSP, which is even sweeter and lighter than SSB, and eventually all output will be SSP.
