The problems you describe are best solved by reforming government in one important way. Eliminate the programs that are susceptible to waste and fraud. Restore the federal government to their Constitutionally mandated tasks: Provide for the common defense; a unified foreign policy; common currency. Find another function preformed by government that cannot be more efficiently done by private enterprise or private charity. My son helped deliver some cookies left from a school bake sale to our city mission. They drove around the back on the way out. He asked if cigarettes cost money. Then he asked why people who needed charity were using money to support an expensive habit.
