This is the result of ignoring the problems with vaccine development and production for the past several years. Since the exact genetic make-up of a plague cannot be determined in advance, Bush should have followed Tony Fauci's advice to upgrade vaccine facilities to something which can rapidly respond with an appropriate vaccine.

Responding with an appropriate vaccine two years later, or even with a partially appropriate vaccine six months later doesn't help much in a pandemic.

Since we failed to make the appropriate investments in advance, we are left to the far less good alternatives of stockpiling the right class of drug, without being able to know their actual effectiveness when a pandemic does arise, or designing travel bans to bring the economy to a halt and moving further along Bush's preferred route of militarizing society until everyone is living in one large concentration camp.

Ignoring potential disasters until it is really too late is the most costly decision of all. The Bush administration did not relent and provide any funding for vaccine and other alternatives until their bankruptcy of their philosophy was revealed in New Orleans.
