Ran into the USSC and a decision with which I agree. There's gotta be a better way.

There are certain systemic factors that make this a difficult and persistent problem. Human nature as manifest in politicians, the worst factor, is probably a permanent one. But I think that inertia can be fought, which is the basis for my suggestion.
