No, it's not about quantum mechanics but I wish it were. Quantum physics has parameters that are clear and unchangeable. As we learn more we add to our knowledge base and build steps to a perfect understanding.

The parameters of complex human interactions are much more fluid, much more complicated and much less capable of black and white rules. In human interactions the there are many tides pushing and pulling, each driven by emotions, logic, and circumstances. In human interactions the rules change every day, sometimes every minute, as events unfold and new information is shared. Add in cultural differences and you can't predict which way the sheep will run.

Then there are the intangibles. What would have happened if the little corporal had been killed in Germany's first world war instead of rising to power and creating the second world war? What would have happened if the Soviet Union had been the first to invent the atomic bomb? What would India and Pakistan have been if some pacifist lawyer named Ghandi hadn't captured the love and admiration of hundreds of millions of his countrymen? What would this country have been without the years of thinking and effort of our founding fathers to achieve a "more perfect union?"

And what would have happened with Iraq if Jeb Bush and Kathleen Harris hadn't been empowered in Florida in the year 2000?

No, quantum physics is easier.
