Believe what nonsense you will, but the facts are clear.

Extremely low oil prices, following 1982, led to very low levels of investment in oil exploration and production, as well as refining.

Oil prices have finally improved to levels which justify higher levels of investment.

Even this increased level of investment seems far too low to many outsiders like yourself. But oil companies know something you don't.
