Good ideas! With two very partisan Dem Senators in WA, we don't stand a chance, but maybe some other states could propose these ideas..

Wouldn't it be interesting if spending bills were required to have a statement of explaining the national interest and evaluation criteria for each item? Even more interesting would be an up-front layout of the hierarchy of national interests.
