I have a few ideas about extorting money through the department of motor vehicles. Send a notice to appear to anyone who moves in California. If they don't appear suspend their license and charge them 726 dollars to reinstate it plus another 55 dollars re instatement fee. If they still can't get insurance after having their license suspended and the papers lost in some toilet trained DMV office. Throw them in jail for failing to drive with said suspended license and unable to prove insurance unable to prove registration. unable to prove even where they live for chrissake.
