The line item veto is not such a fearful power. If the President tries to practice favoritism, and not veto pork barrel clauses from a bill presented by is pals, the houses of Congress have the power to over ride that veto, if it is that bad.

There was a line item veto. Clinton used it and it went to the supremes who declared it unconstitutional.
