He owes a lot of favors to a lot of groups. I wonder what Japan was promised by Bush and Easy Al in exchange for making those bulk purchases of US treasuries ($ 300-400 billion) in the spring of an election year. I think sometimes they bring up bills that they know are dead on arrival (guest worker, tax reform, SS, etc.) just because they know they can use the pending legislation to hit up donors both pro and anti.

Bush's just trying to have it both ways. Make the "cheap labor" conservatives happy and make the "seal the borders" conservatives happy. Nothing will happen or change. Bush's done. He's Jimmy Carter now, without any moral high ground.

Strong enforcement. I wonder what would give anyone the impression that this administration would/could follow through on that promise? Surely not their track record.

Stupid plan. The guest worker plan essentially dumps a huge group of unemployed immigrants into the population every three years ago.
