Government has always been a method for politicians to funnel public money to cronies, but it's reached new depths with the Bush administration. The Dems are right in there in congress with their earmarks and pork, but being the party out of power, they get less and there are less of them. As long as they keep their mouths mostly shut the pork flows for them too. Clinton did a decent job of vetoing some pork, shining a light on it, and forcing embarrassed legislators to be somewhat less piggish, not just with vetoed pork, but with unproposed pork. Bush has been completely absent as far as controlling spending.

Government today is just a form of organized crime.
