Couple wins the right to get birth certificate for stillborn baby

A Connecticut couple has been working for a year to get a state law changed so that parents of a stillborn baby can still receive a birth certificate. Michelle and Kevin Sanford tried for 10 years to have a baby, and finally got pregnant using fertility treatment. At eight months pregnant, Michelle Sanford experienced pregnancy complications and their daughter Olivia was delivered stillborn on June 20, 2004. When the couple found that the law wouldn’t allow them a birth certificate, they fought for a change.

Last week the Connecticut Department of Public Health changed its policy so that parents of stillborn babies can request a birth certificate. The Sanfords say they appreciate what has been done, but still think the law should change, not just the department’s policy. A proposal in the state legislature to change the law earlier this year was shot down before it even had a hearing. Some legislators are afraid that changing the law could result in a debate about abortion. Michelle Sanford, who is a representative of the group Heavenly Angels, says she still wants to pursue the legislative action.
