I suspect they're aiming for something like that, with the destination resort located on the island with the airport.

If that's a feasible proposal, then the should implement it the old fashioned way--gather investment capital, build it, and then rake in the profits. If no one will invest or loan the money, then maybe it's not such a good idea. The market is really good at sorting these things out.
