Wilkerson is referring to the 1947 National Security Act that provides for an interagency process for dealing with national security issues.

I suppose it did irk the office of the Secretary of State to be left out of the loop, which, as I understand it, was due to the fact that the place is full of Clinton hold-overs who are hostile to Bush, as is CIA.

Well that is one way to look at things. Anybody who disagrees with you is a political hack.

Lawrence Wilkerson comes from both the academic and practitioner side. He is not a Clinton hold-over. He can discuss this issue from an academic and historic perspective - something that many of the current practitioners can not do.
