"Action" does not mean rushing in and occupying a country without enough troops and allies to secure the place. Don't be a dumbo. Kerry was very clear that he would never invade Iraq unless it was the last resort, after all diplomacy had failed, and then only with the greatest coialition and UN support, plus body armor for all and a smart peace plan. Kerry also clearly said it was fine to wait 6 months, a year, whatever was necessary. What was the hurry to invade Iraq?

Bush won the invasion, but lost the war and the peace. Having been through Vietnam, Kerry was much smarter than to blunder like that. Kerry also would have finished the job on Al qaida first. Saddam was not the top priority.
