Alternate "machine readable" passports could use bar-codes, holographic bar-codes, magnetic strips, or any of the commonly used methods.

All of these methods require that you to hand your passport to someone in order for them to read the information.

RFID tags can be ready by anyone with an RFID scanner from 160 feet away. Its like publishing all of the information in your passport and your photo in the newspaper. There is absolutely no reason to justify this.

If you are a Border Official and want to know the information in my passport, you will have to ask me to see my passport as they do now. There is no legitimate reason they need to be able to read my passport while its in my pocket.
