You might try looking a little closer to our own time, to the War Powers Resolution, put in after Nixon and Vietnam.

And then Iran-Contra.

Conflict between the Executive and Congress is nothing new, and I see no reason to be scandalized by differing points of view on the respective roles.

Tension is inherent in the system. I refuse to be scandalized by that, either.

>> Whether you like it or not, most people in Congress are patriotic. If the President goes to Congress and ask to go to war, Congress will tend to give the President the benefit of the doubt.

Sorry Mary, I can't say I agree...and I have two points here:

(1) People in the congress are primarily concerned with getting re-elected. If in fact they were patriotic, they would have put the good of the country above all else and would have insisted on a viable plan and through discussions before giving GW a blank check on everything (and I mean Everything, not just the war).

(2) Being patriotic does not mean you give the president the benefit of the doubt; it means you guard the constitution and the welfare of the nation above all else. This includes protecting these from the temporary masters of the realm who have few concerns beyond their term in the office.
