That is what the record has proven has it not?

If you have a way of making Washington abide by trade agreemenst then what is it? Perhaps you want Canada to disolve them. I suppose that would be a possibility but what would it solve?

I proposed solving the problem and I do not propose a bluff either. IF the US did not act I would shut off oil and natural gas. I suggest in one week's time this dispute would be over.
