I think it has been discussed numerous times that Ms. Plame was a CIA employee...and she suggested (not sent) her husband's name. Wilson was a seasoned diplomat in Africa affairs with numerous contacts there. President Bush the first had acknowledged his service. If others did not feel Wilson was the right guy, they did not need to act on Ms. Plame's suggestion. She did not have the authority to send him, direct him to go. Not her pay grade. Somebody else had to make that call. And did.
