The White Sox, who have always had a large Latino fan base, have been capitalizing on this trend. The teams will play to their cities. The Dodgers love to have Mexican players. But all of them will take a good black player anytime they can find one. I think there is discrimination in hiring managers, but not in players. Perhaps more of the good blacks have gone to Basketball and football. Minor league baseball is not much fun, nor is it profitable for the athletes.
