utilizing long horizontal pipes and internal turbines
to generate electricity .. similar idea on a smaller
scale and should be cheap to test for 'proof of concept'.


Not a bad idea. Where I live there is a very reliable on-shore breeze during the summertime. I guess the real problem is whether it would be worth building such a system if it can't be used 3/4 of the year? Would it make economic sense?
