Fitzgerald may expand his investigation any direction he sees fit. Just like Starr decided for some reason to look into Clinton's sex life (Starr being a partisan looking for dirt) Fitzgerald (not a partisan but a real Elliot Ness crimestopper) may look for criminality within the Dick Cheney and Karl Rove world. That could extend to Halliburton, gas gouging, phony terrorist alerts, voter fraud, smear campaigns, etc. but is most likely to be about the White House (and allies in congress) selling the nation a war based on false pretenses and doctored intel.
