An "oath of office" and an oath to tell the truth at a legal proceeding a/k/a being sworn in, are two completely distinct things.

Not when being truthful, at least in certain circumstances, is part of the requirement of the office. Then the oath of office covers the duties of the office. One of the President's duties is to give an accurate statement in the State of the Union address.
