Plame was a real spy, the kind the government denies if caught. BS! She was the Ambassador's wife! Anyone working for the embasy, who also works for the CIA is under Official Cover. NOC is someone who while working for the CIA gets employment in the Nigerian government or perhaps a contractor, or a freelance journalist. Both are spies but those working under diplomatic cover are immune from being arrested by the foreign government. If anyone is indicted it will be Wilson, Plame, or perhaps Libby.
