Despite the promises to do better after Katrina and the perception by many that FEMA had improved, it actually didn't change much at all. For Rita, almost everybody evacuated, but the first responders still wound up looting to get food and water. FEMA couldn't even support them. No big surprise that the same is happening in the wake of Wilma, and that is complicated by the fact that fewer evacuated.
