3rd Amendment as I recall.

No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.

"in time of peace" being the loophole....

Which raises an interesting question for those that believe there is a real "war" on terrorism. Is the first part of the 3rd amendment, i.e., in time of peace, inoperative until the war on terrorism is over?
