That occurred to me, too. Since the Canadian gov't tabled the idea of restricting ownership itself, the policy is only being enforced by COS. Maybe they could coerce OST into giving them a list of owners, but it sounds as if COS wants as little to do with OST as possible. Messy, messy. But I think you are right: owning OST could very well be a way to circumvent the ownership issue.
