He resigned after the articles of impeachment were approved. In effect he resigned because he was certain of conviction of high crimes and misdemeanors. Yes he never subjected himself to the full vote of the house, Because he knew he was guilty and would voted as such by the house. He was a low life coward. None the less he was considered to have been impeached by virtue of the articles of impeachment.

Cheney is like Agnew but worse. Agnew was indicted, tried to stonewall for awhile, then resigned rather than go to prison. He was fined I believe. Cheney deserves a really lengthy investigation because he's not only guilty on the lying about WMD front but also the gas and energy gouging conspiracies.
