Libby-Cheney-Rove definitely leaked her ID, it's just not the charge. The reason it's not the charge is based on technical problems in using those two laws. We actually need a new law which is cleaner. Libby is guilty of what Bush Sr. called "insidious treason", outing a covert CIA agent during war-time. They used to shoot people for that. Capone was taken down for tax evasion. But the prosecutors knew he was boot-legging and murdering too. They just had a harder time proving that. Doesn't mean Capone was innocent though. It's obvious Libby-Cheney were the ones, and Rove helped.
