Right. Low on the totem pole is clearly not a monopoly position.

It's hard to believe Broadcom wants that material to go far into the NJ process unless they figure Qualcomm is about to move very far forward very fast, but it makes at least some sense to present something like it to the EC. Not so much the monopoly or anticompetitive stuff, but the use one/license all packaging could well fall under the EC's dim view of forcing licensees to buy more than they need.

I distrust my own one-track thinking, but this comes at a bad time for Qualcomm in the final stages of negotiations in China, and that's not lost on the complainants.

All in all, I think this does nothing but damage to the industry... all consumers, all vendors, and all operators. Again. F'd up.
