Ann Richards was regarded as a failure.
Only by republican mythology.
In reality she was personally responsible for making Texas a center for technology and not just oil and gas. The reason that Texas is being overrun by job -seekers even today is the mixed economy that she promoted. The governor does not have much legislative authority, but Ann showed that she could promote ideas and lobby business about the advantages of Texas and it worked. Too well some would say.

Ann Richards was regarded as a failure. She promised to take on the insurance industry influence in Texas, and then seemed to be bought off by them. Also, she was a woman in macho Texas. Governor is a less powerful position in Texas than Lt. Governor. Bush had to go along to get along, and a Dem in Texas is a Republican in a blue state, so it wasn't hard for Bush to get along.

Okay. That's a different impression than I had of Richards. I thought she was fairly popular in TX.
