The Bush administration LIED to the US Congress. Was the US Congress, including the Dems stupid for believing this lie? Yes. I blame every single one of them for voting for the resolution AND I blame every single one of them for not coming out and apologizing for it. But I blame the LIARS more. I blame those who went down to the CIA and arm twisted analysts so they could make up 'intelligence' about Iraq. I blame those who were freaked out over Wilson to the point where they demolished our human intelligence gathering capability by outting his NOC wife. Blame the Bush administration and the Blair administration. The current power broker in Iraq, Chalabi, is thought to be an Iranian agent AND is a convicted felon. Wow, what an improvement.
