I thought it was "Handset Licensees" with a lower rate within / higher outside of China with provision based on use of Q's MSMs provided such were competitive in price/ technology specs/ features/ .

However, that was for CDMA and NOT WCDMA. I believe interimn WCDMA licenses are at *Standard* World Rates.
