Often, they are so written by genius obsfucating lawyers as to deceive you into voting for the opposite of what you want. There was a flyer in the Sac Bee last week on the Guvinators positions and i plan to vote against Arnold on every one...Mostly Arnold seems to be backed by Big Pharmacy and Insurance Misrepresentation and Co.... :)
