Problem is that instead of treating drug abuse as a health problem (as they do alcohol abuse) Nixon decided to treat it as a DOJ problem. That lead to a wasteful trend of the gov't subsidizing narcotics units in police departments across the country. Even PDs that were located in communities that had no real drug problem to speak of.
