While Russia is unlikely to try to start manufacturing and become a world leader in microprocessors, they have the industrial infrastructure to produce pollution control equipment for existing power plants. They could likely also build new coal gasification power plants.

"To be at the top of the energy balance in Russia, coal energy must be ecological and coal producers must maintain new standards."
