The really important part of this spending proposal is: $2.8 billion to speed the development of vaccines as new strains emerge, a process that now takes months; Our current vaccine development and production system dates back to the 1940s and its essential this is brought up to date. This has nothing to do with "Bird Flu". This is the actual amount for Bird Flu vaccine: $1.2 billion for the government to buy enough doses of the vaccine against the current strain of bird flu to protect 20 million Americans; the administration wants to have sufficient vaccine for front-line emergency personnel and at-risk populations, including military personnel; Bush's proposed liability waiver is typical Bush nonsense. Much of the rest is pork spending. .
