The Bush administration wants a perpetual war on terrorism so they certainly don't want to win it. After all, Rice just got through saying that the war on terror allowed Bush to go after anyone he dang well pleased without any action from Congress.

Did Congress freak out over that statement? Nope. I didn't hear much of anything from anyone over the crowning of King George.

The war on terror is a highly profitable venture for the Bushies. They will never end it so they can never win it.

Bush supporters aren't terribly concerned with defeating terrorists so long as we kill plenty of brown people (any brown people will do).
