The question he was tasked with investigating was 'has Saddam purchased any yellow cake from Niger', NOT 'is this document a forgery. :)

(The CIA has plenty of document experts on hand, believe me. They would not need an Ambassador for that task.)

But the conclusion that a document is likely a forgery can reasonably follow from one first determining that the events claimed in the document... did not in fact occur.

(*Subsequent* attention to the questionable document itself, would turn up several obvious issues that challenged it's provinence.)
