The SOTU is made under oath! It is covered by the oath of office where the President swears to faithfully carry out his duties, and a truthful state of the union is explicitly spelled out as one of his duties.

In practice the definition of impeachable is anything a majority of congress thinks is impeachable. (Or really I think its a majority of the house for impeachment and then 2/3rds of the senate for conviction).

but they certainly managed to start a war against a country that wasn't any imminent threat for the first time in American history.

That is probably an inaccurate statement.
