The UN inspectors own reports repeatedly say that he was not fully cooperating. He was given a final ultimatum and timeline. He didn't cooperate. There is no need for further inspections if inspectors aren't given full access or cooperation. Thankfully Bush put an end to the silly game. And he even made the UN slightly legitimate in the process. Resolutions and diplomacy will not work without the "real" threat of consequences. The left never gets that.
